Following Kevin McCarthy’s (R-CA) victory as speaker in a high-stakes vote early on Saturday morning, the House will not vote on the rules governing the 118th Congress.
Tom Emmer, the majority whip, said that Monday will be the day for the rules vote (R-MN).
“Speaker McCarthy will administer the oath of office to all Members-elect and Delegates following the fifteenth ballot. Members are informed that the rules package will not be discussed until Monday. In an advisory to members, he stated that no additional votes in the House were anticipated this week.

In his arduous campaign to capture the gavel, newly elected Speaker McCarthy made significant rule concessions to the conservative wing of his party. A reduction in the number of votes required to bring a motion of no confidence against the speaker and an end to proxy voting are among the Freedom Caucus’ top demands.
At least one moderate Republican, including Rep. Tony Gonzalez, decided not to support the rules package due to the demands (R-TX).

There are no rules yet, baby, Rep. Kat Cammack (R-FL) said ahead of McCarthy’s victory speech. She was on the House floor when she recorded a video on her phone, which is normally not permitted when the House is in session.
